"The following is an overview of the state of co-owners and friends as of Publish 16 (read about Publish 16 here (http://update.uo.com/design_421.html), and the Siege rules variations here (http://update.uo.com/design_423.html)), clarifying a number of points that players have been specifically asking about.
Each house may have 8 co-owners, 50 friends, and 50 banned people/creatures.
Each character is eligible to own or co-own one house. However, you can be friended to any number of houses.
The character that owns the house cannot be a co-owner, but the other characters on that account may. Each character can either own a house or be co-owner on another house.
If I own a house with one character, what benefits do my other characters on that shard enjoy?
These characters have powers equivalent to co-owners, with the exception that they cannot place a strongbox. We will therefore refer to them as "virtual" co-owners.

After house claiming is turned on for a shard, you log in and double-click on the house sign. The first co-owner to do this who does not own a house on any shard will be granted the house. (If there are NO co-owners on the house at all, then the first friend who does not own any houses gets it.) When you do this, the house sign gump will pop up and show the refresh type as "condemned." After a moment, you will receive a text message saying "You have been granted ownership of this house." If you then close the gump and double-click on the house sign again, it will reflect your new status as the owner of the house.
It was never our intent to let friends claim inactive houses. We added the "friends can claim if there are no co-owners" clause because we know there are houses where the owner closed their UO account before co-owners were introduced into the game.
Yes, they will."
